The Cabinet of Ministers recognized Kyiv and Donetzk as the best settlements with the best accomplishment and maintenance of public order among the cities of the first category (population is over 500,000) in 2006. It is said about it in the decree of government number 422-p of June, 13 2007. Kharkov and Odessa have taken the second place among the cities of the first category. Krivoy Rog and Nikolaev have taken take the third place. 

Among the cities of the second category (population is from 150,000 to 500,000 people) Mariupol is a winner. Among the cities of the third category (population is from 50,000 to 150,000 people) became Ilichevsk in the Odessa oblast and Komsomolsk in the Poltava oblast.

The winners of this contest are the settlements which achieved the nest results in the annual summary of realization of programs concerned with the social-economical development of the settlement.

Particularly, major repairs and routine maintenance of available housing were estimated, maintenance and reconstruction of streets, roads, transport service, introduction of modern technologies concerned with sanitary cleaning, waste reclamation, environment protection had been examined.

As the agency informed, this contest has been held annually since 2003.
